The thesis aimed to create a model of the urban road network for the city of Karbala using geographic information systems (GIS). The model included building a network of streets, bridges, tunnels and turns in GIS. The model was fed with the necessary data, including the travel time, the speed at which the vehicle travels on the street, the length of the street, the height of the bridges, and the decrease in tunnels. And other data necessary to build the model.
The thesis recommended creating a group of service applications, including the shortest path for ambulances and fire engines. The path chosen by the GIS was compared to the actual path taken by ambulance drivers. It was found that there was a saving in time if the path chosen by the GIS system was chosen. The other parameters were the area served by immediate ambulance centres and fire stations based on the Iraqi standard, and the American standard for three times during the morning peak, the evening peak and off-peak time. The service level for the urban roads of the city of Karbala was also classified, evaluated and determined based on HCM2000. The study was conducted for 52 streets, 4 bridges, and 2 tunnels in the holy city of Karbala.
